摘要：This paper aims to discuss the mechanisms that can lead the communities in general, specially those who live in the slum hillsides, to mobilize and to organize themselves towards a community work, educating its population to the exercise of the citizenship. The organization of a community work and the survival of entities (associations, boards etc.) depend on the community mobilization and participation, that is, it depends of the cooperative action of its members. One intends too the recognizance and the consciousness of the population on the importance of value the place where they live in, actively participating of the promotion of a collective and prosperous life. The change in behavior will contribute not only to improve life quality of the population who lives in these communities, but it will also conduct to the effective conservation of the natural resources that still remain in the protected areas, mainly those of the Parque Estadual da Pedra Branca, the second most important Conservation Unity of the Rio de Janeiro County.
