摘要：The inclusion of the persons with impairment must involve several levels and contexts of the social and education life of these persons and, so, institutions of specialized service can and must promote this inclusion. On basis of the current inclusion polices, the aim of this study was proposed indicators of analysis of the system of attention and service to the impairment people. It was analyzed 20 institutions, using a protocol of observation and register applied in periodic visitations, and it was interviewed professionals (psychologists) using a semi-structured model of interview. It was noticed that for only 6 institutions and 14 professionals of psychology, the objective of theirs services was to promote INCLUSION, which, in the current context, suggests that the service system to the persons with impairment in the Rio de Janeiro is not in keeping with the current inclusion paradigm
