摘要：Within the scope of research about public policies in higher education, it is not frequent
by the sixth year of the public administration to carry out an evaluation of the impact of
the main policies of the State towards higher education institutions. The aim of this
article is to contribute and overcome the lack of this kind evaluation, its intention is to
strengthen the culture to evaluate the educational public policies and to expound
options of improvement as well, to be incorporated in the sectorial program of higher
education in comparison for to promote external changes and a new management in
the higher education schools.
