摘要:Communication in the European Union combines the information with the new communication techniques, thus having a profit
that is selling an image. However communication is a complex phenomenon which can not be reduced to persuasion.
Communication Policy of the European Union is initiated by the European Commission, for which the distinction between
information and communication appears to be clear: "Communication is addressed to the heart, while the information is
addressed to the mind". The Commission also is responsible for the transmission of information to journalists, taking part in
their achievement. But the public relations activity of the Commission can not be limited, as we shall see, to the relationship
with the media.
