摘要：AS WE LOOK back at Charles James’ legacy, it is
clear he has been one of the most influential Deputy
Assistant Secretaries to lead the Office of Federal
Contract Compliance Programs (OFCCP). Each
OFCCP Deputy Assistant Secretary brought changes
to OFCCP and it would be safe to say, each used the
successes of the past administration to help OFCCP
evolve. To gain an understanding of the impact James
had on OFCCP, you must first look at the changes he
put in place since being appointed Deputy Assistant
Secretary for the Employment Standards Administration
and Director of OFCCP on June 12, 2001
