摘要:The economic world globalization characterized by the opening of international markets, and
technological innovations, has orientated the economic world system towards the countries with
major competitive advantages. Venezuela this process of globalization has influenced of unusual
form, causing a notable incident in the development of the labour environment; united to it, the
Venezuelan decentralization arose linked to the fiscal crisis derived from the problems of the
petroleum business and the impacts in other macroeconomic variables of the national economy.
To this respect, from this situation, a complex dynamics has begun in the political areas and
financier of the States and municipalities, accompanied of mechanisms for his (her,your)
coordination, between (among) which there are begun to institute ways of planning the Human
Resource depending on the new requirements to be kept in the new scen (stage). The Aim (Lens)
of the present investigation (research) is: To evaluate the impact of the policies and strategies of
management, applied by the Human resources management in the entities decentralized of the
Government of the State Carabobo. The methodology applied for the accomplishment of the
present work corresponds (fits) with a design that as for the level is descriptive supported on a
documentary investigation (research). According to the intention it is applied, because he (she)
identifies characteristics of the universe of investigation(research), as well as also it(he,she)
discovers and verifies association between(among) variables and contributes solution to the
raised problem; in the concrete process of this investigation(research) one presented the case of
the Government of the State Carabobo, as significant entity in the process of decentralization.
