摘要：The problem raised in the present article is the relationship of the Venezuelan State, in
the exercise of his role as distributor of the petroleum revenue opposite to the regions
and communities that press to accede to it. The theoretical frame for this analysis is the
theory of the local development using authors recognized in the analysis of the
experiences as the endogenous development in Latin America; they are Vásquez
Barquero (2006), Alburquerque (2001), Ander-Egg (1987). The Process derives to the
review of the concepts and methodologies of social work as the "empowerment". For
direct the process to a real development of the integral capacities of the citizen and his
community. The methodology used in this scientific article is of documentary
bibliographical character.
