摘要：The Constitution of the Republic Bolivariana of Venezuela in outline way the
professionalization of the public function. The professionalization in this context can be
understood as a process that looks for the perfectibility to which the individuals
surrender in order to improve his occupation in the exercise of the public function.
Under the premise of the professionalization, observing the scene drawn in the current
juridical order and considering the functioning of the National System of Fiscal Control
one proposes a method of planning of the administrative procedure of summons and
designation of the holder of the Unit of Audit in the Venezuelan Municipality.
