摘要：Public libraries are placed among institutions which are crucial for both education and cultural development of societies. In accordance with this fact, these libraries provide services to correspond the necessities of societies with no discrimination among all levels and sides of them. There is close relationship between the resources and opportunities of public libraries and the services they provide. In this paper, there is comparative examination of public city libraries of various parts of Turkey and particularly city of Bitlis’s. Findings revealed that, resources and opportunities of Bitlic Public Libraries are better than many public libraries of Turkey.
