摘要:The concept of digital inclusion includes expansion of infrastructure and equipment, for the development of social indicators on education, employment, among other areas. However, they are not connected with experiences of community broadcasters, Radio and TV digitization and Internet access telecentres. The society, as protagonist of technological processes, is the basis of movements as the CRIS Campaign, organised around the World Summit on the Information Society, which revitalizes McBride Report, published by UNESCO in 1968. This article is based on bibliographical and documental research, analyzing governments and organizations policies in social inclusion by technologies, as well as its ramifications, primarily in Latin America, spotlighting contradictions, limits and paradoxes in dealing with social inclusion.
