摘要：In Venezuela, there is decreed in February, 2003 an exchange
regime, which has provoked discussions, on if it exists or not overvaluation
in the type of change. The present theoretical - empirical joint centres on
the identification of variables that might concern the type of real change
of balance. The methodological strategy was descriptive. In short there is
felt that the disalignments might be for speculative bubbles, gap between
the type of real current change and the type of real short-term change of
balance, and even because the type of real change of long-term balance
and the wished one they arise from wrong policies
