摘要：To study and to understand the structure and conformation of the
Legislative National Power is important to make an approximation on how
public decisions are taken. The present investigation describes the system
of committees of the Deputies’ Chamber of the Congress of the Republic
during the period 1961-1997. The research is explanatory and bibliographical
documentary type. The results show that the internal organization of theDeputies’ Chamber was constructed in the shape of committees for the
discussion of the projects of law, generating the presence of different
political parties in the conformation of the same ones, establishing in this
way, spaces of power inside the Parliament. From the previous statement,
it is clear that the number of committees and their members has increased
across the time owed principally to the diverse changes of the Regulation of
Interior and Debates of the Deputies’ Chamber during the period of study.
The parties Acción Democrática and COPEI obtained major representation
in the parliament and managed to dominate the permanent commissions
across the presidencies and vice-presidencies of the same ones.
