The World Bank doesn't have Any More Money but it has Ideas. -- The World Bank's report proposes making aid to developing countries more efficient in a context of reduced financial transfers of this sort. To this end, it has proposed three principles: adopting the free-trade model, democratizing political systems and improving the management of public affairs. Although concern is now being shown for problems of development after 20 years of emphasis on structural adjustment programs, an analysis of the solutions now being advocated shows that they are an attempt to justify past policies and legitimate the Bank's preeminent role in aid for development.
