摘要:This paper discusses a CDM project located in an industrial park, Navanakorn, in Thailand. It concerns a small scale biomass Combined Heat and Power plant (CHP) with supply of district heating, and it outlines the potential benefits obtained by this transitional energy supply system compared to the existing baseline situation. The project has yet to be implemented, but is here suggested on the basis of thorough analysis of a community of SMEs. The case study illustrates that SMEs’ heat demands can be reduced significantly and met by using biomass waste from the local community. To support the implementation and disseminate the project idea in Thailand, the paper suggests a whole range of supportive policy recommendations to overcome implementation barriers, and identify the most influential stakeholders. The paper concludes, among other things, that the Federation of Thai Industries should take the lead in promoting the implementation of biomass CHP within industrial parks in Thailand. The Ministries of Energy and Industry should thus map the energy consumption patterns within the Thai industries and identify available biomass waste within and outside the industrial parks. Finally, the paper stresses the need for stronger governance in relation to climate change initiatives in Thailand
