摘要:This article discusses the school board, the election of directors and the
political pedagogical project as instruments of democratic management in
elementary schools - recognized for academic achievement by national
examinations. In the analysis we considered the insights of parents and
teachers obtained from a survey, interviews and questionnaires. Legal
documents were also consulted. Data analysis showed that the democratic
management and related instruments of participation is not fully actualize in
these schools. The commitment of the parents for the quality of teaching, and
learning does not appear to impact on participation in school management. And
in the case of teachers, the development of the Political-Pedagogical
leadership suggests low, indicating that this instrument does not constitute a
central component of teaching practices
