摘要：AbstractThe Preamble of the Charter of Fundamental Rights of the European Union states that “the Union is founded on the indivisible, universal values of human dignity, freedom, equality and solidarity, etc”. These values are unanimously recognized for all categories of persons, including for the persons with disabilities.
