This article presents the results of an exploratory, descriptive and documental research about the process of implementation of digital tv in Brazil. It looks at the participation of the civil society in this process and what were the subjects not taken into consideration in the debate. Interactive, convergence and public opinion are brought near matters that beginning of the qualitative analysis, with the subsidies of the interviews, surveys and analysis of the content, they present the results for the hypotheses of the work. The text presents the reflections on the (des)information in technical debates provided by those who wanted to keep the
status quo in radio diffusion in Brazil such a position goes against new proposals for the Brazilian system. Really, before the digitalization of television, it is necessary a political debate in favor of the changes in the national legislation, incompatible with the convergent means.
