摘要：The National Library of Finland became a resource centre for the country's university, polytechnic, public, and specialist libraries in 2006. The national library had already formed a number of partnerships with various libraries even before its role as service provider was formalised. The new venture was based on contractualising the relationship between the two parties in question. The role of service producer was extended to Finland's archives and museums in 2011, the principal objective of this extensive co-operative network being to optimise the way work was divided between the various stakeholders, thereby guaranteeing excellent service at optimised cost.
