e Government has been defined as the practice of Information and Communication Technology (ICT) in providing good governance for citizens and business. e Government is an evolutionary path that its effective implementation requires a comprehensive vision. In order to employ e Government, we would first of all need to know its current position. This paper introduces a new heuristic model that can be used to measure e Government maturity called “e Government Maturity Model for Iran’s ministry of commerce (eGMMIC). eGMMIC has five levels of maturity with varying degree of initiatives, ranging from lowest to highest. These steps include close, readiness, develop, manage and seamless. In this model two aspects of e Sevice maturity and plan maturity have been taken into consideration.
