Since many years ago natural disasters had been discussed as the most important destructive agents which harm human, society and his habitat. Hence human’s efforts in confrontation to these kinds of disaster lead to open new window of research activities that is called “Crisis Management”. In other word to confront the crisis of natural disasters, there is a need to an organized treatment. This paper is the result of research project dedicated to study about one of the important issues in relation to crisis management which is not revealed till now. This article is related to priority of goals, strategies, decisions and practical measurements and in general the relevant indexes in managing crisis of earthquake. Due to this meaning, upon the viewpoints of the experts, it proceeds to identify and determine the above mentioned indexes in four steps of crisis cycle and then it works on the priorities by implementing the technique of “Hierarchical Analyses Process “(AHP).It is obvious the success of the crisis management in this paper could be only achieved by long- term operational programs and in a broad horizon not just in short- term projects.
