摘要：In the ample process of creating a functional market economy, a very important role goes to the financial and banking system, which, in the last years registered a spectacular expansion, both by institutional point of view and implementing instruments similar to those of advanced market economies. Parallel with the appearance of a strong network of loan institutions, which determined a corresponding growth of the bank credit, a spectacular development was registered by the non-banking credit used by specific institutions as leasing companies, warranty funds, mortgage based credit companies, pawn shops, mutual aid funds, etc. The large number of entities that carry on this kind of activities, as well as the growth of loans accorded, lead to distinct individualisation of this segment in the landscape of Romanian economy and, implicit, to the necessity to establish rules meant to assure that this activities take place on regulated bases, including from the perspective of proper protection of population.
