摘要：This paper concentrates on answering the question: How can country and companies organize sharing responsibility to cover citizen‘s need with out get in general budget deficit and achieve company's aims? It major aim is to show the important of country and companies organizing sharing responsibility as case study show division of using land, human and capital up to responsibility sharing . As result to research, citizen‘s needs is the base of organizing standards. Self government Morocco Desert Marketing International Projects suggestion is case study shows that organizing sharing responsibility and distributing is appearing in financing and investing to cover citizen's needs. Researcher recommended that, distributing expenses and revenue in general budget responsibility and company producing product responsibility should be limited by citizen‘s needs at present and future which is different in amount and time up to environment and economic system. Sharing will avoid problem between country governments aims and companies profit aims. Full Text
