摘要:Approximately from late twentieth century to nowadays, and as a consequence of the socio-economic and the scientific reconnaissance of SMEs importance in modern economies, research has returned with intensity in the managerial field and the new enterprises. The same way, this renewed interest has generated continuous and new controls from the person in charge of economic policy, something that has flown into a wide range of different actions and an increased number of implicated organisms. Across this work we are going to analyse the profile of the different actions and the potential existence of an specific economic policy to create enterprises, and after this, we will try to establish a possible structure. So as to get both purposes we´ll try: a) To present the profile of the public actions to promote the new enterprises; b) To review the master lines of the different programmes arranged from potential entrepreneur, marking their link to the stages of the creation process and the determinant elements of the entrepreneur process in which the public actuation is, normally, concentrated; c) To analyse the role of the policy maker in the modern focusing of SMEs policies and, also, in the actions to create new enterprises; d) To establish the principal aims in actuation, to present some order model at the different interventions, and the greatest handicaps to the implement of the interventions to promote "the managerial vitality"; e) to sum up, we will reflect about the evaluations of the results derived from the implementations of public policies mentioned above, we will present the key conclusions and we will recognise that sections where it could be necessary to deepen into the investigation.
