摘要：The Globalization is presented defiant to the States in the reality of a new world economic order. The countries, aware of the paradigm of the Globalization, have adopted strategies to face the challenges that this phenomenon imposes them, like it is the demand of a more competitive position in front of the rest the world and the recognition of the cooperation and the operation in block to strengthen the positions and combined interests of regional groups. Besides, the regional and local territories should also outline new alternative roads, chords with the contemporary reality, where the regional and local identities take special importance and where the articulation of the global thing with the local thing is indispensable.
