摘要:Nowadays the international system to the Aid for Development is in a critical state, by analysing current trends in the community of donors to reduce the resources allocated for Official Development Assistance (ODA). At present, only five countries comply with the 0,7 % of the gross national product (GNP) criteria: Denmark, Luxembourg, The Netherlands, Norway and Sweden. Furthermore, only nine countries have increased their ODA in terms of their GNP, while eleven countries have decided to reduce it. At this crucial time, by observing facts, when Aid is being reduced and developed countries are putting many obstacles to rise it, a broad overview recognises the need for a debate to review Aid effectiveness. Yet, despite the scarcity of Aid, the evaluation should help improve its performance at least. This report presents a modest contribution on the relevance and requirements of the debate.
