摘要:The importance of public works in order to boost economic and social activity has been shown in numerous studies. Particularly, in the section relating to infrastructures of communication, mainly roads and highways. This work begins with a brief revision of the different kinds of auctions, and European Legislation about his subject, then we analyse the meeting of the agents who participate in these constructions awarding, that is, Public Administration and construction companies. For each auction we assume different hypothesis, and depending on that we obtain different theoretical solutions. It is verified, nevertheless, that our results can be relatively close to the competitive ones if the Public Administration (the only buyer) make biddings under propitious conditions to approach these competitive results.
