摘要：On December 10, 1948 the General Assembly of the United Nations, vide resolution 217 A (III), adopted and proclaimed the Universal Declaration of Human Rights. Based on this, the Universal Declaration of Human Rights were designated as a common standard of achievement for all peoples and all nations, to the end that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance, both among the peoples of Member States themselves and among the peoples of territories under their jurisdiction. This Declaration contains 30 Articles laying Principle issues for rights and freedom of human beings. Taking a cue from the Declaration, the scientific council of the journal Distances et savoirs (www.cned/ds and http://ds.revuesonline.com) undertook a project for 2008.
