摘要:Decreased employment, high unemployment rates, increased “black” labour, decreased real wages and other labour unfavourable tends have a negative impact on retirement and disability insurance, which shows a negative ratio between the number of retired persons and active insurers. There is also an increased trend of insolvency and substantial financial losses. Retirement and disability insurance has a negative impact on the development of labour relations systems because increased contributions do not stimulate new legal employment. Also, invalids have not been properly provided for in Croatia, ways on insuring the individuals employed in atypical labour relations are not solved. There is no real influence of the parties in the labour relation (employers and employees) on the insurance management. Taking into consideration the linkage and interdependence of these systems, it is necessary to transform the linkage them thoroughly and adjust them to the conditions of the market economy. Particular attention must be paid to the encouragement of atypical labour relation and their greater flexibility. There has to be a different approach to the social dimension of the working relations, the protection of invalids and prevention of black labour market. The system of retirement and disability insurance has to be financially stable and elements of capital coverage, competition, voluntariness and private management have to be integrated. The acquisition of rights for which the contributions have not been paid must be limited.
