摘要:This study analyzes the developmental potential of nongovernmental organizations in Croatia, where new institutional arrangements are under development during transition process. A case of one such nongovernmental, humanitarian organization, “Dobrobit” in Zagreb, is analyzed. It has arisen in response to the increasing needs of displaced persons, refugees and other war victims for psychological support and counseling, which could be met by the formal social care institutions. From an organizational design perspective, it is interesting to know whether and how this type or organization provides a “launching pad” for policy entrepreneurship. It is interesting to discover what ideas are entering the policy environment that can influence decisions on displacee/refugee policy in Croatia and how “Dobrobit” contributes to this flow of ideas.
