摘要：The aim of this paper is to examine the legal aspects of contractual proceedings among public communities, in particular those between state and local communities. Firstly, a short analysis of the inception and development of these contractual relations is given as are their effects and their significance. Contracts concerning public-private partnership, indicative strenghts and meaning were on the one hand made possible by the effects of local communities on state planning. Thus, they followed measures of decentralisation. On the other hand, they made State and EU policy of strengthening economic and social cohesion easier by equipping local communities with public services and infrastructure thereby strengthening ec onomic capabilities and appeal as well as effective administration ion general.
