摘要：Intense pluvial occurrences trigger serious consequences in the South and Southeast region: struck cities, families destroyed by the loss of their belongings and relatives. Besides, there is the risk of epidemics (dengue/breakbone fever and leptospirose) touching Federal Executive Power actions, which intend to attenuate the damages usually adopting as its strategy the release of Union’s resources since 1996. As the seasonal summer rains frequently come triggering catastrophes, this paper attempt an analysis and deeper comprehension not only concerning the repercussions of intense rain episodes, but also to course of the resources released for the cities struck by the floods between 2008 and 2010 in Minas Gerais, Santa Catarina and São Paulo. Thus, data of the SNDC, ONG’s transparência, have been consulted and newspaper of then. On the preliminary results, it was verified discrepancy between the cities that were reported by the printed media, that received Federal Government support and that, in according to CEDEC, decreed Emergence State and State of Public Calamity. Thereby, a divergence exists between the release of budget funds and the real situation of each municipal, what can be attributed to the lack of solid projects elaborated by the local government.
