摘要：This paper analyses the benefits and social nature of the “Recife without Stilts” Program, explaining how the relocated populations have continued to benefit from this program; and taking into account the complexity and totality they have been able to maintain. This examination of urban dynamics goes beyond a merely economic valorization of the urban space. The methodology of this academic project is based on literature, maps and documents surrounding public policies, considering the history of policies for the removal of sub-standard housing, and what lies behind these policies. The field work encompasses the new housing and the areas that have been evacuated. In the past, urban management was not able to comprehend nor consider the reality of poor families in its policies. Nowadays, however, the urban focus of the Workers’ Party administration, principally since 2003, has tried to intervene in a different way. Public housing policies are applied to promote the reduction of territorial inequalities.
