摘要:Through a case study and consultation with local and national experts, the research deals with forest and environmental issues at a local level, and links them with policies at a sectorial level. It contributes to the existing knowledge regarding the main legal and institutional barriers that prevent cattle farmers’ promotion and good use of their farms’ arboreal resources. It identifies policy measures and adjustments to the forest legal framework that could contribute to improve it. The study discusses farmers’ lack of knowledge of the country’s forest legislation and a lack of coordination between institutional actors, INAFOR and municipal governments, in relation to the resource management and the granting of use permits, which encourages illegal use and unsustainability of forest resources. It is concluded that in cattle farming zones there is a potential for forest use that can be exploited in a sustainable way if actions are taken towards improving the knowledge of the regulatory framework, the capacity of technical management of arboreal resources in farms, the training on management of legislation and procedures for forest use, and the coordination between INAFOR and the municipal governments in a framework of decentralization. c
