摘要：Undoubtedly, development in industry and technology is the most important factor of development in different regions. According to the distribution and extent of industrial and technological areas in today's world and also based on the scope of industries within each region including human resources, physical resources, infrastructures and etc. there is a great emphasis on the program - based progress of the path of this development and also determination of strategic priorities of provinces and regions in recent years. Given the strategic importance of high technologies in development of different regions and also based on the need to prioritize different high technology-based industries (due to the shortage of existing resources), it is necessary to identify and prioritize different fields of high technology-based industries and to organize activities of different regions. So in this study, 40 criteria were identified in 5 groups after reviewing literature (articles) of this subject and using viewpoints of experts in the field of prioritization of industries and by designing a questionnaire and getting the viewpoints of experts, 38 criteria for prioritization of investment in Hi-tech industries were determined and also criteria weights were specified by Shannon entropy technique and finally, through designing another questionnaire and using Topsis technique, prioritized Hi-tech industries of Alborz province were identified of which biotechnology industry can be mentioned.;
