摘要：The Delphi technique is a group process used to survey and collect the opinions of experts on a particular subject. Delphi may be characterized as a method for structuring a group communication process so that the process is effective in allowing a group of individuals, as a whole, to deal with a complex problem. It has application whenever policies, plans, or ideas have to be based on informed judgment. This technique is useful where the opinions and judgments of experts and practitioners are needed but time, distance, and other factors make it unlikely or impossible for the panel to work together in the same physical location.
