摘要：The present paper tries to assess the public administration reforms based on the opinions of the citizens – the ones supposed to be the beneficiaries of these measures. The paper has two main parts, the first one being a theoretical description of the factors and causes that influence reform processes, with a special emphasis on the feed-back impact generated by the perception of the results of the reform and the second one being a presentation of empirical data concerning the Romanian citizens’ perceptions about the reform in the public sector. Data comes from a national survey done by the Public Administration Department in December 2007.The main findings show us that citizens agree with the need for reforms but the results are not those expected. In their opinion the reform had lost its initial goal, that of improving the functioning of PA in order to provide better services for citizens.
