摘要：Este artigo intenta mostrar em que sentido o ensaio de Kant, à paz perpétua: um projeto filosófico (1795), serve como um elemento fundacional para um tratado internacional e para uma nova ordem mundial com base moral. Assim, a forma de governo que ele denomina de ‘republicana’ será, mediante uma ‘constitui..o republicana’, a melhor (de um ponto de vista moral). Nesta forma de governo os cidad.os e o legislador têm, dado o “acordo da política com a moral em acordo com o conceito transcendental de direito público”, uma voz, a qual vem a ser a ‘voz da raz.o’, agora em uma perspectiva internacional – cosmopolita.n
其他摘要：This article intends to show in which sense Kant′s essay Toward perpetual peace: a Philosophical project (1795) serves as a foundational element for an international treaty and for a new world order with a moral basis. So the form of government he calls ‘republican’ will be, through a ‘republican constitution’, the best one (from the the moral point of view). In this kind of government citizens and the ruler have, given the “agreement of politics with morals in accord with the transcendental concept of public right”, a voice, which turns out to be the ‘voice of reason’, now in the international – cosmopolitan – perspective.
