摘要：Theoretical Aspects regarding urban pluvial trickling and the associate hazard. Case study: the city Târgu Mureş. The water problems of the urban environment and of the induced hazard of the pluvial trickling represents a maximum interest approach for the end of the 20th and the beginning of the 21st century examination; on one side the continual development of the urban aagglomerating arises the water assurance of different using categories problem and on the other side, water in excess – expressed through water flows freshets that run through cities and the ones of the city own piscine – elevates the problem of the flooding risk of flat surfaces with socio-economical and fatal environmental consequences. The need of a incorporated urban environment water resources administration in the light of the lasting development paradigm is justified
