摘要:In the study of public bureaucracy, an intrinsic preoccupation arises concerning the balance of policy making authority between politicians and bureaucrats. In this paper we attempt to show from a theoretical point of view that bureaucracies enjoy some degree of discretion over policy making via implementation, rulemaking and enforcement activities. According to many authors it appears that the bureaucrats are entitled as well to play the role of both partners and contributors in the public policy formulation process, even if sometimes their policy preferences do not overlap all the times with the preferences of their elected overseers.
