摘要：Die Initiierung eines Förderschwerpunkts „Qualitätsentwicklung und -sicherung in der betrieblichen Berufsausbildung“ beim deutschen Bundesinstitut für Berufsbildung (BIBB) ging von der Diagnose aus, dass vor „dem Hintergrund des raschen strukturellen und technologischen Wandels […] der Qualitätssicherung und -entwicklung der beruflichen Aus- und Weiterbildung eine zentrale Bedeutung zu[kommt]“ (Bekanntmachung des BIBB 2010). Seit Mitte November 2010 werden im Förderschwerpunkt zehn Modellversuche gefördert, die in den beiden Bereichen „Entwicklung von betrieblichen Qualitätssicherungs- und -entwicklungsinstrumenten“ und „Entwicklung von Kommunikations- und Kooperationsstrukturen sowie von Qualifizierungskonzepten für das Ausbildungspersonal“ tätig sind. Der Artikel diskutiert die Problematik der Anwendung des Qualitätsbegriffs in der beruflichen Bildung, stellt die Anforderungen an Qualitätssicherung und -entwicklung im Spannungsfeld von berufspädagogischen und betriebswirtschaftlichen Anforderungen dar und fasst die vorliegenden Forschungsergebnisse zum Ist-Stand der Qualitätssicherung und zum Qualitätsverständnis der Akteure im dualen System zusammen. Vor diesem Hintergrund werden zentrale Merkmale des Modellversuchsprogramms – wie der Bottom-up-Ansatz, die Einbeziehung multipler Perspektiven, die Entwicklung von Ausbildungsleitbildern und die Fokussierung auf die Prozessqualität – sowie die sich daraus ergebenden Forschungsfragen aus der Sicht der wissenschaftlichen Begleitung erläutert. Problemdiagnosen, Zielsetzungen und Vorgehensweisen der geförderten Modellversuche werden überblicksweise dargestellt.
其他摘要：The initiation of a funding priority entitled „Quality development and quality assurance in in-company vocational education“ at the German Federal Institute for Vocational Education (BIBB) assumed the diagnosis that “against the background of rapid structural and technological change […] quality assurance and quality development of vocational training and further training will be of key significance” (Announcement by the BIBB, 2010). Since mid-November 2010 ten pilot projects are being supported in the funding priority, which are active in the two areas of “Development of company quality assurance and developmental instruments” and “Development of communication and co-operation structures, as well as qualification concepts for training staff”. The article discusses the problems of the use of the concept of quality in vocational education, presents the challenges for quality assurance and quality development in the field of tension betweenvocational and pedagogical demands and in-company demands, and summarises the current research outcomes on the current status of quality assurance and the understanding of quality on the part of the actors in the dual system. Against this background central characteristics of the pilot study programme – such as the bottom-up approach, the involving of multiple perspectives, the development of training models and the focus on the quality of the process – as well as the emerging research questions from the perspective of the academic observers – are explained. Diagnoses of problems, aims and approaches of the funded pilot projects are briefly presented.
