标题：“THE EUROPEAN STATISTICS CODE OF PRACTICE” - COMPARATIONS REGARDING THE IMPLEMENTATION WITHIN THE NATIONAL INSTITUTE OF STATISTICS FROM ROMANIA AND THE HUNGARIAN CENTRAL STATISTICAL OFFICE
摘要：The European Statistics Code of Practice was elaborated in order to strengthen the independence, integrity, credibility and accountability of the statistical offi ces at national and European levels. The Code was adopted on 24 February 2005 by the Statistical Programme Committee - SPC (currently European Statistical System Committee - ESSC) and published on 27 May 2005 by the Commission in the form of a Recommendation. It defi nes 15 principles in the areas of “institutional environment”, “statistical processes” and “statistical output”. Also, each principle has monitoring indicators providing minimum standards for a self-assessment of the implementation of the Code. The self-assessments based on a common questionnaire and the country reports of peer reviews were used for comparing the results and problems of the National Institute of Statistics from Romania (NIS Romania) and the Hungarian Central Statistical Offi ce (HCSO) on the implementation of the Code of Practice.
