Evaluation seeks to measure the impact of services in the office of anti-poverty, reducing social exclusion and prevention of domestic violence, analysis of working procedures, analysis tools used and identify needs for service development, staff needs and how to implement case management in cases of prevention. Recommendations offered by the team of evaluators are concentrated towards finding solutions for developing community-based services and altering the roles they have at this moment DGASPC. Reduction of new entries in the child protection system is dependent on how local communities are supported to develop local services (counseling, support groups, parenting education) and how the county level are supported by expertise and supervision to run an effective case management. These are analyzed in terms of how the current structure could incorporate case management practice and to reduce the practice of preventive services provided at county level.
