摘要：The relations between development and communication were foreshadowed by Schramm in a context of mass communication. With the reconfiguration of the global media system due to the digital communication technology, it becomes necessary to present considerations on the relations between communication and development in the context of digital communications. With exploratory approach, the paper analyzes the functions of communication proposed by the author - surveillance, policy, and education - for the guided media landscape social media digital structured network.
