The first condition of using the land fruitfully is based on the completion of cadastration and deeding. The second solution of the problem is to classify the lands, whose ownership problem has been overcome, into land ability groups-that is how the land should be used. Only after ali these had been done, by taking the legal precuations, can the establîshment of cadastration be obtained. it is obvious that none-continious cadastraîion means nothing but vvaste of time and money. Although there are scientific principles in establishing ho\v the lands vvill be used according to their land ability clasifications, the country's region's climate, mikro-climatc and socîal-economical situation shouldn't be ignored. A nationol policy should be establishrnent according to the ability of the lands which musn't be changed daily ör by political preferences and which must be preserved by legal laws. in mis research, the principles of îhe establishments of using the land fruitfully and its physical and legal continuation and practical problems in Çukurova and İçel region have been proposed.
