摘要：Articolul îºi propune sã identifice cãile prin care pot fi îndeplinite douã obiective fundamentale ale reþelelor parteneriale. Primul obiectiv se referã la furnizarea primului studiu naþional complet al nevoilor formative de la nivelul þãrii pe termen scurt/imediat, respectiv pe termen mediu. Cel de al doilea obiectiv vizeazã elaborarea unor propuneri curriculare ºi metodologice ofertate de cãtre reþeaua parteneriala educativã. Totodatã, articolul evidenþiazã deosebirea dintre guvernanþã ºi guvernare ºi prezintã câteva caracteristici specifice guvernanþei. Articolul susþine faptul cã sistemul de formare profesionalã iniþialã ºi continuã bazat pe parteneriatul societate civilã ºi formatori/actori economici oferã un instrument naþional, flexibil ºi accesibil, adaptabil la cerinþele economice locale ºi regionale.
其他摘要：The article seeks to identify the ways to accomplish two basic objectives of partnership networks. The first objective relates to providing the first comprehensive national survey of training needs at the national level in the short and medium term. The second objective concerns the development of curricula and methodological proposals offered by the network of educational partnerships. Moreover, the article highlights the distinction between governance and government and presents some specific characteristics of the former. The article argues that the vocational training system, both initial and life-long, based on partnership between civil society actors and economic trainers/actors offers a flexible and affordable national instrument, adaptable to the local and regional economic needs.
