  • 摘要:The modern conditions of business start-up clearly reveal that the main guarantee of business success is not financial or material resources but personal knowledge, education, qualification, skills or previous experience in business. Although the scientific literature is rich in the articles opposing to business promotion, the governments of different countries, seeking for unemployment reduction by different measures, continue business promotion policy. One of the most effective measures of business promotion is investment in human capital through the implementation of business promotion programmes. The research into the links between human capital and entrepreneurship revealed that there are many scientific studies to explore the impact of human capital attributes on business start-up and development processes. The results of the research conformed that higher degree of human capital has a positive impact on entrepreneurship. However, the scientific literature still lacks of the research to reveal the impact of business promotion programmes on human capital, i.e. whether such measures as business promotion programmes can increase human capital and so encourage entrepreneurship. The aim of the article - to establish the impact of business promotion programmes on human capital in the case of Lithuania. In order to fulfil this aim, the research based on the method of expert evaluation was carried out. The results of the research revealed a positive impact of business promotion programmes on particular human capital attributes. The experts stated, that business promotion programmes are more beneficial for the people without economic - managerial education (mean 4.83 from maximum 5), and they provide good opportunities to make useful business contacts (mean 4.83). However, the research did not establish whether business promotion programmes have any positive impact on the people with different work experience (mean 3), and whether they disclose inherent personal characteristics of an entrepreneur (mean 3.5).
