摘要：Although the potential for oi! and gas development has increased the attention given to the Northwest Territories (N.W.T.), many of their problems are still poody understood. This is due in part to the paucity of data and in part to the relatively small amount of research which is applicable to the N.W.T. This lack of understanding extends to the problems of the Government of the Northwest Territories (G.N.W.T.) which is unique in several respects.
