摘要：The Atlantic Canada Opportunities Agency (ACOA) began operation in the summer of 1987. While the Agency represents a new structure and a new approach for the Canadian government, ACOA can be viewed as the product of changing ideas about economic development in developed countries and the historical record of Canadian attempts to relieve regional disparities.
