摘要：In a time when regional blocs are becoming the norm --as evidenced by the situation in the former USSR, the passing of the North American Free Trade Agreement (NAFTA), the increasing econornic power of the Pacific Rim countries, as well as regional influences within countries --regional scientists have a significant research background to address important issues related to these developments. Yet, there is a great risk that we will lose this 'window of opportunity' to influence decisions that will have long term effects on economie growth and regional development.
