摘要：The emergence of new and dynamic global threats represents one of the biggest management challenges the United Kingdom government (HMG) has had to face for several years. In order to successfully deal with this shifting security environment Whitehall is now required to tackle a wider agenda of issues including, international crime, environmental degradation, state failure, disease, poverty and conflict. These issues cut across all government departments and it is of fundamental importance that Whitehall is able to implement effective cross-departmental activity to deliver a coherent, joined-up policy
